Stance clarified to govt: Prez office

Secretary Sharada Trital, who furnished the reply, was referring to a statement issued by the office on Saturday that the interim election government chairman should make arrangements for convening the
CA meet in line with the constitution and international practices.
The President’s office, however, said in the reply that the constitutional provision of the executive head summoning the meeting of the CA—which is the major body—and the President calling the meeting of the parliament—a part of the main body—is against international practices.
The reply follows a court order for explanation on why the executive head cannot call the CA meeting. Advocate Mukunda Adhikari had moved the apex court demanding that the head of government should call the CA session as per the constitution. Another petition was filed by Advocate Biswas Acharya who maintains that the international practice is for the head of state to call the CA meeting and the parliament session.
Meanwhile, Advocate Acha-rya has tabled an application before the apex court administration demanding that his petition be put on hold. Acharya maintains that as the CA sitting has already been called by the executive head, he would like to put the petition on hold as his demand for an interim order asking the President to call the meeting would be ineffective.
