The victim, Prashant Pandey, in his complaint registered at the Human Rights Committee, has stated that Rupandehi Police arrested him on April 7, 2011 and inflicted torture on him for over a year. A Human Rights organisation "Trial" filed the complaint on behalf of Pandey.

He said the police treated him inhumanly accusing him of being involved in a bomb attack that took place on March 27 of the same year.

The complaint has demanded the commission urge the Nepal Government to investigate the crime and take action against the perpetrators.

Pandey in his complaint said that even though he said that he was not involved in the bombing, the police blindfolded him, forced him to urinate at the electric heater that resulted in mental trauma and impotency.

He was tortured on the premises of Lumbini Zone Police Office. He stated that he suffered continuous physical assault, handcuffing, blindfolding and threats among other abuses. The complaint states that Pandey even became unconscious during his detention due to the electric shock.

Pandey claims that he was forced to sign in the papers stating his involvement in the bombing. He was only allowed to contact outside after he signed the proof papers forcefully.

Rupandehi Court, after two years of his arrest, on June 13, 2012 gave him clean chit from the charge of placing the bomb but sentenced him to one year in prison convicting him for his involvement in the preparation of the bombing.

He was not compensated even after he served more time in jail than the sentenced term.

Pandey had even filed a case at the Supreme Court, demanding the investigation and action on the matters of his torture and Human Rights violation. The complaint Pandey filed on January 23, 2013 is still pending in the court.
