Parties fail to pick head of CA dialogue panel
The Political Dialogue and Consensus Committee of the Constituent Assembly once again failed to pick its chairperson on Friday.The committee, whose role is considered as one of the most important in the constitution writing process, deals with forging consensus on contentious issues of statute writing. The previous two meetings had also been postponed.
Sources say the parties have agreed to give the leadership of the committee to UCPN (Maoist). But it is not clear as to who would be the party's candidate. Leaders privy to development maintain that if Maoists Chairman Pushpa Kamal Dahal is given the leadership of the cross-party high level political mechanism then senior party leader Baburam Bhattarai could lead the committee. Or else, Dahal could head the political committee.
The committee which comprises of senior leaders has the task of forging consensus with political forces outside the CA along with reaching consensus on contentious issues forwarded by the elected body after the drafting committee forwards the contentious issues.
Nepali Congress is likely to head the drafting committee and CPN-UML could lead the constitutional record committee of the CA. As for the capacity enhancement committee, it could be headed by a Madhesi party and some other fringe party would get to lead the committee to seek public opinion. The parties have until April 28 to elect the heads of the CA committees.
