The NPC will submit a report within three months on how to restructure it in the changed political context, brining out reforms to address the development need.

The decision was taken after a new team took charge of the NPC six months after Koirala became the PM.

The commission has failed to provide policy inputs to the government as it is busy approving small projects forwarded by the ministries, said a participant of the meeting, explaining the need for reforms.

During his Independence Day address in New Delhi on August 15, Indian Prime Minister Narendra Modi announced the replacement of the Soviet-style planning commission by a new body.

Sunday’s meeting also decided to develop the NPC as a think tank and transform it into an apex body for national development.

“We proposed before mid-July to reform the NPC but it was not incorporated in the budget. Today’s meeting endorsed our proposal,” said NPC Vice-chairman Govinda Pokhrel.

“We will address concerns that the NPC has not been influential and effective, and it has indulged in petty tasks.”

NPC member Swarnim Wagle is involved in preparing the restructuring plan. He said the commission had failed to provide substantive inputs towards achieving target of 7-8 percent growth.

The NPC also needs to devise strategies, financial resources, infrastructure and human resource necessary to upgrade Nepal from a LDC to a developing nation by 2022.

According to Pokhrel, the role of the commission so far will be reviewed and new organisational structure, mandate and roles studied.

The meeting also decided to host the LDCs ministerial meeting in Kathmandu after Saarc in November. The NPC will coordinate with the ministries of finance and foreign affairs, LDC network officials and Landlocked Developing Countries, and Small Island Developing States organisations for the meeting.
