CIAA chief Karki refuses to attend House committee
Chief Commissioner of Commission for the Investigation of Abuse of Authority (CIAA), Lokman Singh Karki, on Sunday refused to appear before Agriculture and Water Resources CommitteeEkantipur Report
The committee led by Gagan Thapa had summoned Karki to its office today to discuss the cancellations of licences of certain hydropower projects. Acting secretary of CIAA, Prem Kumar Rai wrote a letter to the committee stating that CIAA would be accountable to only Good Governance and Monitoring Committee.
Earlier at the meeting of Finance Committee of the Legislatrue-Parliament, Karki had formally announced that he CIAA would only attend to the summons of Good Governance Committee.
“As per rule (110) and (115) of the Legislature-Parliament Operational Procedure Regulations, 2070, the actions and activities of the commission falls under the jurisdiction of Good Governance and Monitoring Committee,” said the CIAA letter to the parliamentary Water Resources Committee. “Therefore, we request you [Water Resource Committee] to inform us through the same,”
He had asked the legislators not to call the CIAA to other parliamentary committees except the Good Governance and Monitoring Committee as per the Operational Procedure of Parliament 2070.
Today’s meeting of Agriculture and Water Resources Committee had decided to write to the Constitution Assembly Chairman Subas Chandra Nembang seeking action against Karki for challenging the parliamentary committee.
Earlier on November 5, the parliamentary Finance Committee Committee had summoned Karki and asked him why he had ordered cancellation of the licences of hydropower projects by overstepping his jurisdiction.
