Chand insists on change of direction
CPN-Maoist Secretary Netra Bikram Chand has challenged the party establishment by presenting a separate political document of a ‘unified rebellion’Registering views contrary to Chairman Mohan Baidya’s political document the two-day extended meeting, Chand said that the time was right for the party to change ‘direction’ to meet aspirations of its cadres. He accused Chairman Mohan Baidya of keeping the party devoid of agenda and failing to justify the split from the UCPN (Maoist) two years ago.
The Chand faction was attending a CPN-Maoist meeting for the first time since boycotting the politburo and CC meetings in the previous weeks.
Chand has demanded the party establishment call a ‘special general convention’, when his faction plans to challenge the establishment in the party’s biggest gathering. Leaders from the Chand faction said they will officially register a proposal seeking the special general convention at a meeting on Monday.
“The party should not linger any more now. It should be prepared for a revolution as per the wish of party cadres,” Chand told the meeting.
In his document, Chand has stressed that the party should lead the rebellion taking hold of ‘rural and semi-rural population’ with the support of the working class in the cities.
Top leaders have, however, refused to comply with the dissident faction’s demand for the special general convention.
Presenting his document before Chand, party Chairman Baidya slammed the dissident leaders for violating party discipline. Baidya, who proposed his political document on behalf of the party, said there were certain procedures and place to register differing views for everyone.
“The party has no place for those who do not comply with the party discipline. They are under no moral obligations to stay in the party if they don’t want to follow the prescribed code of conduct,” he said, while insisting that the dissident faction sort out the differences to keep the party and its revolution intact.
The rift between the two factions widened after the Chand faction snubbed a party meeting and held a secretive factional meeting earlier this month.
The Chand faction on Sunday agreed to attend the proposed extended CC meet after Chairman Baidya and General Secretary Ram Bahadur Thapa allowed the dissident leaders to clarify and register differing views.
