Constitution only through consensus, says Nembang
Chairman of the Constituent Assembly (CA) Subash Nembang has said it should only be promulgated through consensus.Nembang maintains that the constitution can be promulgated in the stipulated time if the parties are serious, adding that the constitution formed through consensus can only address people’s expectations.
His remarks come at the time when two largest parties Nepali Congress (NC) and CPN-UML have been arguing that due process of the constitution should be followed to promulgate the constitution with the January 22 deadline hardly a month away. However, the UCPN (Maoist) and other Madhes-based parties have been claiming that the constitution should only be promulgated through the consensus.
Addressing a programme in the Capital on Sunday, Nembang asked the parties to translate their commitment into action. As all 31 parties in the CA have committed the people to promulgate constitution within January 22, they cannot skip it, he said.
“The parties always claim that they can sort out the issues in two hours. Yet they fail to reach consensus every time. How can new constitution get promulgated if they fail to forge consensus?” he asked. But he remains hopeful the parties would work together for the timely statute as they are answerable to the people.
Meanwhile, Nembang and lawmakers representing various parties have expressed their commitment to ensure ECD right in the new statute. Over two dozen lawmakers expressed their commitment in writing to work to this effect.
