An agreement to this end was reached among the four major parties at a meeting held here on Sunday afternoon. It was also agreed to constitute the High Level Mechanism (Authority) through the Ordinance.

The parties have agreed to introduce the Ordinance before the International Conference on Nepal’s Reconstruction scheduled for June 25.

A draft of the Ordinance has already been prepared, which will be endorsed by the Cabinet later today, and presented to the President for promulgation, said Officiating Chair of CPN (UML) and Deputy Prime Minister Bamdev Gautam, who took part in the meeting held at the Prime Minister’s official residence in Baluwatar. Though the major opposition party proposed to form the Authority by introducing an Act from the parliament, the agreement had to be reached on an Ordinance considering the immediate need, he added.

Leaders of the opposition UCPN (Maoist) and Madhesi Janadhikar Forum-Loktantrik, however, walked out of the meeting, which prompted the NC and UML leaders to forge an agreement on the same. The opposition leaders did not wish to comment to the media persons about the issue.

As per the Ordinance, a national consultative committee will be formed under the chairmanship of the Prime Minister. The Committee will oversee a Chief Executive Officer while mechanism shall be formed for policy making and monitoring. A system of appeal has also been proposed, said Deputy Prime Minister Gautam. Foreign consultants will also be part of the Committee.

Likewise, NC leader and Minister for Information and Communications Minendra Rijal said a decision will be taken based on the discussion among the four parties at the cabinet meeting to be held this afternoon. The Ordinance will probably be introduced today, he added.
