The parliamentary committee has asked Energy Secretary Rajendra Kishor Kshetry to come to PAC Office on June 28 to discuss the alleged irregularities and stagnation of construction works at the project.

Committee President Janardan Sharma shared that Secretary Kshetry was summoned to draw attention on the wrong interpretation made on the earlier directive of the PAC and to discuss the reason behind the halt of project activities.

The Committee on December 3, 2014, had directed the Ministry to hold payment of the project works but not to discontinue works in that pretext. Nepal Electricity Authority had informed that the contractor had stopped its works following the directive.

It may be noted that the Committee earlier drew a conclusion that the NEA had come across a loss while constructing the narrowed tunnel of Chameliya as per the 'variation order' at the construction cost that of 2013.

The NEA stated that the contractor disagreed to carry out the works not mentioned in the contract signed in 2006 at the rate that was before six years and later the task was assigned as per the existing pricing of 2013. It also informed that advance payment was made to that effect.

The NEA had paid Rs 1.9 billion though the estimated calculation in line with the project's variation order was Rs 829.3 million. The Committee had directed the NEA not to clear the payment of Rs 1.9 billion and furnish the reason if the the payment is to be made.

A subcommittee formed under the leadership of Committee member Rajendra KC had directed NEA to not pay while drawing a conclusion that the corruption gripped the project.
