The Constitution Bill will be tabled in the CA on Sunday. Receiving the final draft, Nembang said the new constitution had been guaranteed.
Now, there is limited scope to change the contents of the constitution. If the parties want to amend some provisions, CA members will have to register amendment bills.
Such bills require the support to two-thirds majority in the CA. A full meeting of the CDC had endorsed the draft submitted by its taskforce.
Once the bill is tabled, lawmakers will get three days to read the final draft. As per the CA Rules of Procedure, a week is allotted to register amendment proposals but the parties are preparing to shorten the period.
There will be clause-wise discussions before the constitution is endorsed. The final draft is likely to be rejected by Madhes-based parties and the Rastriya Prajatantra Party-Nepal. With the exit of MJF-Loktantrik from the four-party alliance, all the Madhes-based parties are now against the seven-province deal.
