The UMF notice which pledges a blood money of Rs 5 million to one’s family should he or she be “martyred” in the ongoing struggle for separate state in the Tarai has drawn widespread criticism from lawmakers and leaders representing different political parties.
Speaker Subas Nembang on Friday instructed the SAC to enquire into the matter and report its findings to Parliament.
Following the ruling, Deputy Prime Minister and Home Minister Bam Dev Gautam presented a written copy of the UMF statement to Parliament. He said that offering monetary inducement to stoke protest is against the principles of international law.
“It is very unfortunate that the parties represented in the Constituent Assembly themselves are going about making such seditious statements to disturb the social harmony in Tarai districts,” Gautam said.
The home minister also defended the security agencies accused of using excessive force to suppress the protests in several districts.
He said that security personnel had to intervene as the protesters were attacking them and vandalising public properties.
Gautam said that the Home Ministry has directed the district administration offices across the country to coordinate with their local all-party mechanism to prevent the protests from becoming violent.
Four persons have been killed in protests so far.
