In a meeting with President Ram Baran Yadav on Thursday, Koirala said that he had sent letters to Madhes-centric parties inviting them for talks, which he said is getting positive response.
On the occasion, Koirala explained that the army would only play the role of aide in the riot-affected districts to prevent the violence from growing further.
“The security agencies are commanded by Chief District Officers (CDOs). Nepal Army has not been deployed,” said Koirala.
During the meet, President Yadav raised concerns over Home Minister Bam Dev Gautam’s statement in the House where he had used the term ‘army mobilisation’ while addressing the Parliament on Monday. “If army has been mobilised as stated by Home Minister, it is breach of constitutional provision,” said President’s press aide Rajendra Dahal quoting him as telling Koirala.
In response, PM Koirala said, “The army has been sent to the riot affected areas, but it does not imply that the army is in command.”
As per Interim Constitution, the president can approve the mobilisation of army after the Cabinet decides so on the recommendation of National Security Council.
“The current problems should be resolved through dialogues. Calling the dissenting groups for dialogue through a written letter is a laudable work,” President Yadav told PM Koirala.
