One of the preconditions set by the agitating parties is that big four parties should halt the ongoing constitution drafting process within Constituent Assembly (CA). The agitating parties are of the view that constitution drafting process should be pushed forward through a consensus among parties in the CA.
A meeting of the four parties held at Prime Minister Sushil Koirala's official residence in Baluwatar on Sunday decided that demands such as mobilisation of army and free treatment of injured people could be considered but constitution drafting process will move ahead. "We have decided that constitution drafting process cannot be halted for negotiation with the agitating parties,” said Nepali Congress Vice-President Ram Chandra Poudel after the four-party meeting.
As the 'olive branch' offered by the government did not bear any fruit, the parties concluded to appeal to the agitating parties to come to the negotiating table without stopping the ongoing process.
The Special Committee formed under Political Dialogue and Consensus Committee will hold talks with the agitating parties if the latter agreed.
