Nepali Congress on Tuesday officially postponed its 13th general convention for indefinite period stating that party needed to engage in the historic tasks of constitution promulgation.
Earlier, NC had decided to hold its 13th general convention from September 19 to 22 in Kathmandu to elect a new leadership and formation of party's Central Working Committee. According to party statute, party should hold its general convention within five years. However, there is also a provision that conventions could be deferred for maximum of one year.
Though the five years period expired last year, it decided to extend the tenure of CC for one year which is also going to expire. If convention is not held within the September, there will be constitutional questions about the validity of the party.
If NC engages in convention, the ongoing constitution drafting process will have to be deferred. So CPN-UML and UCPN (Maoist) suggested NC to defer its general convention. UML and Maoist have provided a way out amending the provisions of constitution to put conditions that parties conventions could be done within six years. "The constitution will be amended to postpone the convention by six months," said a NC leader.
The article 143 of Interim Constitution states that rules of the political party must provide for election of office bearers of the party at all levels at least one in every five years. Though the amendment, the duration will be made six years to provide the legitimacy.
