Rebuilding authority remains ‘suspended’

With no Bill replacing the ordinance on the formation of the National Reconstruction Authority in time, the high-level body currently remains “suspended”, officials concerned said.The expiry of the ordinance also invalidates the recent appointment of Govinda Raj Pokharel as the chief executive officer of the authority. As per the Interim Constitution, the ordinance remains valid for sixty days from the beginning of the Legislature Parliament meeting. However, though it is already sixty days since the parliamentary session started, the ordinance has not been replaced by a Bill to validate the formation of the body and appointment of its CEO.
Pokharel, who ceased to be the CEO of the authority following the expiry of the ordinance, said he will continue carry on with preparatory works as the vice-chairman of the National Planning Commission.
“As long as the government does not ask me to discontinue my work, I will continue with the preparatory works so that reconstruction efforts can be initiated as soon as possible,” he said.
According to a government source, there have been talks about introducing a Bill which will validate works carried out by the authority after its formation per the ordinance. A source said political parties and the government are not serious about reconstruction as they allowed the ordinance to be ineffective.
