Two days after its historic endorsement, Constituent Assembly Chairman Subas Nembang on Friday authenticated the new constitution in the presence of leaders from the major political parties. With the authentication, the CA has accomplished all its task of constitution making for promulgating the Constitution of Nepal 2015.
A total of 537 among 598 lawmakers in the CA signed the historic document that was endorsed by an overwhelming majority on Wednesday.
The signing process started 9 in the morning and ended at 3pm after top leaders of the major parties, including Prime Minister and Nepali Congress President Sushil Koirala, senior NC leader Sher Bahadur Deuba, CPN-UML Chairman KP Sharma Oli, senior UML leader Madhav Kumar Nepal, UCPN (Maoist) Chairman Pushpa Kamal Dahal put their signature in five copies of the constitution.
Though only 507 lawmakers were present in the CA during the approval of constitution on Wednesday, 30 more lawmakers—who had stayed away of the CA process—including 25 from the Rastriya Prajantantra Party-Nepal, Bishwendra Pashwan of Bahujan Shakti Party, Laxman Rajbanshi of Nepa Rastriya and Megh Raj Nepali (Nishad) of Madhes Samata Party turned up on Friday to sign the final document. Nembang then authenticated the document for promulgation. President Ram Baran Yadav will promulgate the new constitution amid a special function in the CA hall on Sunday.
Earlier, a five-member committee headed by Political Dialogue and Consensus Committee Chairman Baburam Bhattarai had carried out the necessary typographical corrections on the new charter.
Spokesperson for the CA Secretariat Bharat Raj Sharma said a copy of the constitution printed in handmade Nepali paper will be dispatched to Office of the President, Office of the Prime Minister and Ministry for Law, while two copies will remain in the CA secretariat itself. The constitution with 308 Articles, 35 parts and nine schedules will replace the Interim Constitution 2007 after the promulgation on Sunday. The official unveiling of the new constitution will also dissolve the CA, but it will function as the Legislature-Parliament.
