The government is all set to call Parliament session to unveil its policy and programme by the second week of May.
According to the preliminary dates the Parliament Secretariat is working on, the government’s policy and programme will be presented in the second week of May and pre-budget discussion will be held in the third week so as to ensure that the budget could be presented on May 28.
As per the constitutional provisions, the government must present the fiscal budget by Jestha 15.
“We are in consultation with the main opposition Nepali Congress and other parties in Parliament,” said Bishnu Rimal, chief political adviser to Prime Minister KP Sharma Oli.
“The government is working to call House session without any delay. We have to present the annual budget by May 28 as per the constitutional provisions,” added Rimal.
The exact dates, however, will be fixed after Speaker Onsari Gharti Magar returns from her foreign visit.
But before fixing those dates, Parliament regulations also need to be finalised.
Bharat Raj Gautam, spokesperson for the Parliament Secretariat, said the dates would be finalised after consultation between Parliament and government.
Earlier on Monday, expressing its displeasure over the performance of the government, the main opposition Nepali Congress had urged the government to summon Parliament at the earliest in order to formulate laws required for the implementation of newly adopted constitution.
According to the Ministry of Law, a total of 138 laws need to be formulated to implement the constitutional provisions.
The delay in calling the House session has hampered formulation of laws which as a result is affecting the implementation of the constitution.
The main opposition party has said that it will fully cooperate with the government to finalise Parliament regulations and endorse other laws in order to give impetus to the constitution implementation.
Earlier on Monday, a joint meeting of the NC’s Central Working Committee (CWC) and Parliamentary Party (PP) decided to press the government to summon Parliament.
After the joint meeting, senior Congress leader Ram Chandra Poudel had called on PM Oli on Monday and enquired about the causes behind the delay in constitution implementation.
