Expressing dissatisfaction over the decision of promotion review committee, DIGs Uttam Khadka and Pushpa Ram KC filed the complaint at the committee. The committee formed under secretary at the Ministry of Home Affairs Narayan Gopal Malego had recently recommended DIGs Shailendra Khanal and Jit Bahadur Pun for promotion as AIGs.
APF Regulations has a provision that a complaint could be filed against the decision of promotion committee within seven days. According to APF Regulations promotion, Chairman of Public Service Commission, Chief Secretary and Secretary at Law Minister are the members of the committee.
The committee made the decision to promote Khanal and Pun based on the merit-based evaluation of their performance.
According to the provision, performance carries 40 marks, educational qualification carries 7, seniority carries 20, trainings 13, service in remote area carries 8, awards carries 2, and challenging work carries 5 and the promotion committee can grant 5 for the promotion.
During the promotion from the post of SSP to DIG, Jit Bahadur Pun was ranked first, Uttam Khadka second and Shailendra Khanal third, Narayan Babu Thapa fourth and Pushpa Ram KC fifth.
Khadka joined the APF as SP from the post of Nepal Army Major, Jit Bahadur was promoted to the post of SP from Nepal Police DSP, while Khanal and Thapa joined as DSP from the post of Nepal Police Inspector.
