The number of people filing complaints against conflict-era crimes in Rolpa has decreased following the nine-point agreement between CPN-UML and UCPN (Maoist). Granting amnesty to the perpetrators of war crimes and withdrawing the cases related to the war that are sub judice in courts are among the propositions made by the deal signed earlier this month.
An official at the Local Peace Committee in Rolpa said the conflict victims feel deceived by the UML-Maoist agreement.
“They have lost hope. Even those people who had already filled out the complaint forms have decided not to file them,”the official said.
The committee, which registers complaints for Commission on Investigation of Enforced Disappeared Persona and Truth and Reconciliation Commission, recorded many complaints in the early days of registration that began in mid-April. Of late, the committee hardly receives four complaints in a day. “There was an encouraging participation in the beginning. Now, people have stopped coming,” said Khem Bahadur Budhamagar, the committee’s coordinator.
So far, the committee has registered 344 complaints.
According to the records at the District Administration Office, 946 conflict victims are receiving state benefits in the district. They include families of individuals killed during the war and persons who were disabled or injured. Similarly, 4,021 people have made compensation claim for destruction of property and 4,071 have made restitution request for being displaced by the war.
