PM asks secretaries for action plan to implement new announcements

At a meeting organised to review the progress in enacting his announcements, PM Dahal asked the secretaries from various ministries to divide the schemes into those which need fresh budgetary allocation, those requiring policy decisions and those calling for new legal provisions before proceeding with their implementation.
“For the projects that need fresh budget, ministries have been told to submit details of the programme and the budget to the National Planning Commission and the Finance Ministry,” said Tankamani Sharma, secretary at the Prime Minister’s Office.
For the programmes that need policy decisions, the ministries have been told to submit proposals to the Cabinet without delay. For the schemes requiring law amendment or fresh laws, the officials have been instructed to jump into action, according to Sharma.
During his speech in Parliament on September 8, Dahal had announced an economic package of Rs800,000—Rs 300,000 in grant and Rs500,000 in loan—for each family rendered homeless by the earthquakes last year.
Earlier, the government had announced grants amounting to Rs200,000 and subsidised loans up to Rs300,000 for each household listed as the recipient of the rebuilding aid. During PM Dahal’s recent India visit, New Delhi pledged to provide $50million from its loan to support the government’s plan to increase the grant.
In his address, Dahal also announced to set up one university and one medical college in each of the seven provinces and run 100 public buses in big cities across the country.
The PM had also announced an increment in compensation for the kin of migrant workers killed abroad to Rs700,000 from the existing Rs500,000. Besides, 150 megawatt electricity would be produced from seven solar plants—one in each province.
According to Chandra Ghimire, secretary at the PMO, the exact amount of resources required for implementation of the prime minister’s plan could be confirmed after the ministries furnish the details of the programmes and their budgets.
In Sunday’s meeting, Dahal said he would conduct surprise inspections of major development projects amid perennial poor capital expenditure.
According to his personal website, PM Dahal complained about the perceived tendency among officials of competing for delaying completion of projects. He was also concerned over the slow pace of grants distribution to the quake-hit families.
On the first day of assuming office last month, Dahal had promised to complete distribution of the first tranche of grants to all the needy within 45 days. According to the officials, Dahal instructed them to control black marketeering as the major festivals approach, to address the complaints received by Hello Sarkar promptly and to work to ensure bus and air tickets for all the people heading out of the Capital for Dashain, Tihar and Chhath festivals.
