Govt amends ToR for LLRC

The government has asked the commission to take into account the 927 Ilakas (cluster areas) while forming the local government units. The new ToR, if implemented, is likely to significantly increase the number of local bodies from the 565 determined by the commission earlier.
According to Minister for Physical Infrastructure and Transport Ramesh Lekhak, the Cabinet meeting decided to assign the LLRC an additional task of determining the number on the basis of the Ilakas.
“If some Ilakas have already been merged with municipalities, the local bodies should be formed by taking in nearby VDCs,” Lekhak said. The LLRC can decide on the numbers and demarcation citing the local need, density of population and local other preferences.
The additional consideration was meant to ease the work of the commission, said Minister for Federal Affairs and Local Development Hit Raj Pandey.
The LLRC, however, has taken exception to the decision arguing that neither the government nor the political forces can dictate the constitutional commission.
