This is perhaps the first time in Nepal's parliamentary history that an impeachment motion is discussed.
Lawmakers from various political parties put forth their views after CPN (Maoist Centre) lawmaker Mahendra Bahadur Shahi—the proposer of the motion—presented the impeachment proposal at the House meeting.
He cited nine reasons for registering the impeachment motion against Karki including his blatant disregard for the code of conduct of his position, involvement in nepotism and contempt of court. He said that Karki misused his authority to fulfill his personal and family ambition, institutionalised corrupt activities, terrorized state mechanism, and carried out anarchic activities by taking the law into his own hands. “Karki abused the post of CIAA chief to challenge the independent parliament,” said Shahi.
Addressing the concerns about the possible demoralization of the flourishing corruption in the country due to the impeachment motion, the CPN (Maoist lawmaker) Shahi noted that the motion was tabled in view of the fact that Karki exercised his “absolute power” to make the state a fool and the corruption thrived under his protection.
The impeachment motion was registered by 157 lawmakers on October 19 in line with Article 101 (2) of constitution and Parliamentary Regulations 138 (1).

The Legislature-Parliament on Tuesday started deliberations on the impeachment motion against suspended chief of Commission for the Investigation of Abuse of Authority (CIAA), Lokman Singh Karki.
Theoretical discussion on the motion commenced after the proposer, Mahendra Bahadur Shahi, tabled it at the House meeting and CPN-UML Chief Whip Bhanu Bhakta Dhakal, who seconded the proposal, put forth his views.
Lawmakers from the political parties expressed their views on the proposal at the parliament. House speaker Onsari Gharti allocated maximum five minutes for a lawmaker to speak.
As many as 157 lawmakers from the governing CPN (Maoist Centre) and the main opposition CPN-UML on Wednesday registered an impeachment motion against CIAA Chief Lokman Singh Karki at the Parliament Secretariat, alleging him of discharging his duties by violating his code of conduct.
The motion was registered as per Article 101 (2) of the constitution and Parliamentary Regulations 138 (1).
Karki was suspended from his post automatically until the case is settled, according Article 101 (6) of the constitution.
