The deal was made in presence of Health Minister Gagan Thapa. Tiwari had earlier said that he would not strike any deal with the government unless Minister Thapa arrives in person.

Tiwari began his hunger strike at the hospital premises on November 23 demanding to make the hospital children-friendly, provide healthy and nutritious food to the patients, arrange fresh drinking water at the hospital premise, construct main entrance gate, availability of doctors for eye, nose, neck, skin, among others, availability of radiologist, construction of maternity building, complete other under-construction buildings, stick a list of medicines to be provided by the government in hospital premises, among other demands.
