CPN-UML General Secretary Ishwor Pokharel has alleged that the Constitution amendment proposal registered by the government is deliberate a ploy to avert the implementation of new constitution.
He charged that Prime Minister Pushpa Kamal Dahal and Nepali Congress President Sher Bahadur Deuba are motivated by a third party’s agenda and do not want the constitutional and political crisis end in the country. “The government is trying to put off the election by putting forth the anti-national amendment bill that would not even secure the required two-thirds of majority votes in the parliament for passage,” claimed the UML leader.
The manner in which the bill was registered at the parliament secretariat without consulting the opposition makes the government’s intention clear.
Talking to media persons in Birendranagar on Wednesday, UML secretary Pokharel further said that the amendment bill disregards the geo-political situation of Nepal and aims to incorporate Hindi as the language of official business, appoint naturalized citizen to top constitutional posts, and gradually separate Tarai districts starting from province five. He said it is ironical that his party could not stay peacefully even though Nepal’s constitution is most liberal on the provision of naturalized citizenship.
“PM Dahal and NC President Pushpa Kamal Dahal are out to separate Tarai and hill though the constitution has a clear provision to disallow the transformed Legislature-Parliament to change the province border demarcation,” said Pokharel. “That’s the reason why the local level leaders of Maoists and NC have not supported the anti-national amendment proposal.”
He challenged PM Dahal and NC President Deuba to scrap the Article 274 of the Constitution. The Article states that only the provincial assembly can revise the border demarcation.
He further claimed that the crisis is deepening in the country because of the conspiracies to avert the promulgation of new constitution and its implementation after promulgation.
