Chand is due to present a political document at the party’s general convention scheduled to begin in Rolpa from Thursday.
The party will unveil policies and programmes targeting the people at the bottom-rung of social ladder, leaders close to Chand said.
The party could adopt a different set of plans and policies for rural and urban areas, they added.
“We are the party of the oppressed. There is a need to reflect their sentiment on our future plans and policies,” said Udaya Bahadur Chalaune, a leader close to Chand.
The 10-day-long conclave is also likely to formulate strategies to take a decade-long “people’s war” to its logical end through unified rebellion, an official party line endorsed by the first national gathering held in January 2015 in Dang.
Unified rebellion talks about superseding the parliamentary supremacy with “people’s government” through armed insurgency with the support of rural peasants and urban working class.
CPN Maoist has come under repeated criticisms for crimes like arson, vandalism and assaulting leaders and government officials. The party leaders have defended these acts as “people’s choice”.
“There have been some deliberate attempts to frame our revolutionary party in a negative light by the so-called political elites. But we are receiving overwhelming support from the poor, the oppressed and the marginalised communities, for our struggle concerns their daily lives,” said CPN Maoist Spokesperson Khadga Bahadur Bishwokarma.
