Speaking at a programme organised in Sindhuli on Thursday, he said that his party would not allow the bill to be endorsed at any cost as it was a ploy to foil the local level elections.
Saying that the government was forced to announce the date for local level elections under the pressure of his party, the UML leader said that the government had staged a drama of constitution amendment merely to foil the civic polls.
Oli claimed that the polls would be held on the announced date and no power could thwart the elections.
The government has decided to hold the local level elections on May 14.
