SC full bench all set to begin hearing on IGP appointment

A full bench of apex court comprising five justices including Chief Justice Sushila Karki has been formed to conduct hearing on two separate writs and an application regarding the appointment of DIG Chand to the post of IGP. The other members of the bench are justices Hari Krishna Karki, Ishwor Khatiwoda, Ananda Mohan Bhattarai and Anil Kumar Sinha.
Earlier on Thursday, a division bench of SC had passed the case to a full bench citing that the government had failed to submit the files concerning the evaluation of both Jaya Bahadur Chand and Nawaraj Silwal.
The division bench had ordered that the evaluation reports of both Chand, who was promoted as the IG, and Silwal, who filed a case against the Cabinet decision, be presented to the court within 24 hours.
The government’s decision to appoint Chand as the IG of Nepal Police was stayed by a single bench of CJ Sushila Karki, hours after he was appointed as the new chief of Nepal Police on February 12.
Advocate Kapil Dev Dhakal on February 10 had filed a writ petition, accusing the government of trying to violate the rule of seniority in the appointment of Nepal Police chief.
Later on February 12, DIG Nawaraj Silwal, the first in line for appointment, moved the SC seeking an order to stay Chand’s appointment.
