The State Affairs Committee (SAC) of the Legislature-Parliament today agreed to impose a threshold of three percent votes under Proportional Representation and at least one seat under the First-Past-the-Post (FPTP) to secure the status of a national political party.
Earlier this afternoon, fringe parties boycotted the Legislature-Parliament meeting in protest against the decision to impose threshold provision on political parties.
Leaders of the fringe parties, during the meeting, had also said that the decision was against the spirit of constitution.
Chairman of State Affairs Committee of the Parliament Dil Bahadur Gharti had tabled the Bill in the Parliament meeting amid protests.
In response to the queries of lawmakers, Minister Ramesh Lekhak on behalf of Deputy Prime Minister and Minister for Home Affairs Bimalendra Nidhi said that the Bill would institutionalise democracy and make political parties more responsible.
The Committee formed the proposal under the headship of lawmaker Ananda Pokharel.
Speaking at the meeting, Madhesi Janadhikar Forum (Loktantrik) lawmaker Gita Rana demanded threshold less than three percent votes, claiming that the threshold of three percent votes would bar the political parties with new concepts.
