Opposing a revised constitution amendment proposal and the government’s bid to increase the number of local federal units in 11 districts of provinces 2 and 5, the main opposition CPN-UML had been obstructing the House proceedings.
According to UML leader Rabindra Adhikari, the party decided to allow the House to function after the government decided to roll back its decision to increase the number of local units. In a Cabinet meeting on Wednesday, the government backtracked on its decision to add more local units in the select districts.
A meeting between the ruling and opposition parties had decided not to go ahead with the plan. On Tuesday, the Local Development Ministry directed the district authorities concerned to begin the process to recommend new units on the basis of new criteria. Deputy PM Kamal Thapa had clarified to Parliament that the number of local units and their borders in some Tarai districts were being reviewed to ensure the participation of all the parties in the local elections.
