Constitution amendment not possible before phase III elections: DPM Gachhadar

“I do not see the possibility of amending the constitution at the present,” he said while speaking with media persons in Biratnagar on Friday, adding, “Rastriya Janata Party-Nepal is reluctant to participate in the elections without amendment of the statute.”
He said that the government would adopt utmost flexibility to foster conducive environment to rope in the RJP-N among other parties in the third phase of local level polls.
DPM Gachhadhar expressed his hope that the RJP-N, formed after the unification of six Madhes-based parties, would take part in the elections.
On a different context, he said that management of manpower at the local level is the need of the hour and it should be put in place by amending the act.
“Act will be amended to resolve the issue of seniority surfaced among the staffers at the local level,” he said.
Moreover, DPM Gachhadar said that Local Level Governance Act will be implemented by adopting fast track within July 30.
Talking about recently formed Constituency Delimitation Commission, leader Gachhadar said that the CDC is not inclusive as it does not constitute representation of women, Madhesi, Dalit, indigenous and Janajati.
“I have told the Prime Minister that there should be one Madhesi representative in the Commission,” he said.
DPM Gachhadar said that the Commission should work in a way to avoid conflict while delimitating the electoral constituencies. He went on to say that breaching the ethnic structure would result to difficulty in holding elections within November 26.
