Nepal Police Promotion Dispute: 3 senior officials file plaints at PSC

According to the commission, incumbent DIG, SSP and SP have filed complaints at the Grievance Hearing Committee (GHC) led by chairperson of the PSC which has chief secretary and secretary at the Law Ministry as members.
DIG Madhusudhan Pudasaini has expressed his reservation over the recommendation list of AIG; SSP Subash Chandar Chaudhary has lodged a complaint against the recommendation of DIG and SP Bibhutiraj Pandey has sought a review of the officials recommended for SSP.
All three officials have claimed that they were equally eligible for promotion.
PSC Spokesperson Laxmi Bilash Koirala said that they would first review the entire documents on which the recommendation for promotions was based before reaching to a decision.
The Nepal Police Regulations has mandated that the names for the promotion, based on the ranks, will be recommended by a committee led by Home Secretary, IGP and AIG. For instance, recommendation for the AIG position will be done by a committee led by Home Secretary with members, including secretary at the Prime Minister’s Office, and Inspector General of Police as member secretary.
The regulations also envisions that if any candidates feel injustice regarding the recommendation, they can lodge a complaint at the GHC.
A meeting of the promotion committee on July 14 had recommended names of 11 DIGs to the position of AIGs and 15 SSPs to the position of DIG. Similarly, another
meeting of promotion committee on July 15 had recommended the names of 35 SPs to the post of SSP.
