A statement issued by the human rights body said its attention was drawn by the incidents in Rolpa, Bhojpur, Myagdi, Sankhuwasabha, Gorkha, among other districts, where election candidate and cadres were attacked with bullets and bombs.
It said acts such as threatening voters, showing black flags at candidates' residence and capturing their properties by the cadres of Nepal Communist Party violates people's right to take part in election and candidates' right to campaign for election.
NHRC said such acts were repeated due to government's failure to take action against those involved. It has also withdrawn government's attention to provide proper security to the candidates and ensure people enjoy their right to vote.
