The Home Ministry has sent Pradip Raj Kandel in place of Shrestha, who was transferred to the district some 6 months ago.
Shrestha has been criticised for his failure to stop a series of explosions that took place in the district ahead of the upcoming polls.
Seven people, including a Nepali Congress (NC) candidate for the federal parliament from Udaypur Constituency 2, Narayan Bahadur Karki, were injured when an improvised explosive device exploded at Dunuwarbeshi of the district on November 29.
On November 28, NC leader Narayan Khadka survived an explosion at Triyuga Municipality-10 while he was on his way to Beldobhan to participate in a poll rally.
