Addressing the second assembly of the Tulsipur Sub-Metropolitan City, he said the situation of province is like a stranded family which has just migrated from Hills to Tarai due to lack of proper infrastructure.
“The province is providing its services for the first time and there is lack of infrastructure as all the preparations had to be done in rush,” Pokharel said, adding, “Our condition is just like a family which has just migrated from Hills to Tarai. As the local level has been operating from the past, local government is richer in infrastructure than the province government.”
Though there is a problem at present, he said the province will move ahead by enacting new laws and making programmes in order to build coordination with the local level.
He said that the province will work with its provincial plans including unveiling budget from June.
“Though there is problem in the province, it won’t last longer,” he said. “We will soon resolve the problem and move head,” he added.
Underscoring the need of enacting new laws to implement the rights envisaged by the constitution, leader Pokharel said the provincial and local governments should focus on the same.
