Speaking at a programme organised in Rajbiraj of Saptari on Thursday, he said federalism will not be strong until the local level is not incorporated in province level.
“There is a government in province but the staffers are not under the ministry, administration is not in the hands of province government, there is no source of economic resources, the command of security agencies is in others hands,” he said, adding, “Province government is stuck in the middle with nowhere to go.”
Leader Yadav accused the central government of not being serious towards developing Province 2.
Saying that the political struggle has not come to an end, he said though the government entered into federalism through a long struggle, federalism is yet to be institutionalised.
“Discrimination is still persisted in government sectors,” Yadav said. “Madhesis are being discriminated while doing political appointment. There is no place of Madhesis in governance and administration,” he added.
