Panel proposes transfer rule for civil servants

The draft policy proposes reserving a certain percentage of posts at federal and provincial agencies for which civil servants from central to local levels could apply. The eligible candidates would be picked by the PSC.
With this proposition, the committee aims to bring uniformity, cooperation, coexistence and coordination among civil servants working for all three tiers of the government. It comes at a time when many government employees, particularly those working in the centre, are reluctant to accept their transfers to provincial agencies after the adoption of federal set-up.
The proposed policy is part of the report submitted by the committee to Prime Minister KP Sharma Oli recently. Kashiraj Dahal, coordinator of the committee, said the transfer policy was recommended to ensure high morale of civil servants who go on to serve lower level of the government, to ease the
staff adjustment process and to ensure sharing of experiences among the government staffers from different services.
Article 243 of the constitution has also opened the door for exchange of civil servants from the service of one layer of the government to another.The proposed policy, however, makes consultation with the PSC compulsory for transfer of civil servants from the service of one government to another.It also proposes one time reservation for a person taking benefit under reservation quota. The proposed Federal Civil Service Act has also made similar provision. There will be periodic review of the policy on reservation, the report states.
