The task force formed to draft statute and regulations of the Nepal Communist Party (NCP) handed the final drafts to the party chairpersons on Thursday.

Both the drafts would be distributed to the standing committee members for study and discussion during the standing committee meeting scheduled for Saturday.

The task force comprising General Secretary Bishnu Poudel, standing committee members Dev Gurung and Beduram Bhusal and central committee member Khimlal Devkota submitted the final drafts to the chairpersons at Baluwatar.

Receiving the drafts, both Co-chairmen KP Sharma Oli and Pushpa Kamal Dahal thanked the task force and said the drafts would be distributed to the standing committee members.

The standing committee meeting is expected to approved the drafts with necessary inputs after thorough discussions. The task force had drafted the regulations based on the party statute that includes the procedures and functioning of the communist party.

The previously formed departments were focused on running the party in an effective manner, but this time the departments have been formed relating its functions with the existing ministries to support the governance system, according to leaders.

“Previously the party regulations, especially that of the Maoist Centre, were based on the necessity of the struggle, but the news regulations will now focus on running the party by the systematic procedures,” said Khimlal Devkota, a member of the task force.

The proposed 32 departments would support the ministries of the government and could also contribute to the policy formations at the respective ministries.

The central departments will consist of 35 members, including a chief, deputy chief and secretary. The central committee will depute chief and deputy chief, while the department selects its secretary. The department of provincial committees will be a 15-member strong and that of the districts will be a 11-member strong.

According to member of the task force and standing committee Beduram Bhusal, the party will have general and organised members. General members need to pay Rs20 per month as levy to the party and organised members Rs 100.

The regulations include provisions on managing membership, meeting conduction, decision making process and guidelines for the 32 departments, central committee meetings, among others. The central committee can formulate  codes of conduct for the party leaders and cadres and other necessary by-laws.
