A Cabinet meeting on Friday agreed in principle to come up with the bill related to performance, supervision and coordination of Nepal Police and Provincial police, and the bill related to formation, operation and terms and conditions of the Armed Police Force.
The move comes at a time when the federal government faces criticism for delaying the drafting of major laws to implement federalism adopted by the constitution promulgated three years ago.
Accusing the federal government of delaying legislation, Province 2 has already started drafting of laws including one for provincial police. Chief Minister Lalbabu Raut recently said that his government had started drafting the provincial Police Act.
Law Ministry Spokesperson Ramesh Dhakal said the provincial laws must be aligned with the corresponding federal laws and that provinces can pass laws only on the basis of federal laws.
CM Raut had said his government was preparing to draft the Police Act to shoulder its responsibility of providing security to the people.
Article 268 (2) of the constitution says that each Province will have a provincial police organisation. Clause (3) says that matters relating to the operation, supervision and coordination of functions discharged by Nepal Police and the provincial police shall be as provided for in the federal law.
