Addressing a meeting of the committee on Tuesday, the lawmakers said that the public viewed the civil servants in a negative light.
“I have heard that only 15 per cent of the civil servants accomplish their duty seriously while others do not,” said lawmaker Navaraj Silwal. He however, did not reveal the source of his data.
“Incompetent, corrupt and arrogant are some adjectives that people use to describe Nepal’s civil servants,” Silwal told the meeting where the officials from the Ministry of Federal Affairs General Administration were also present.
Other lawmakers called for the need of a sea change in the country’s bureaucracy. They stressed the need of accountable, professional, considerate and transparent civil servants.
Lawmaker Binod Chaudhary recommended replicating the model used by private sector to manage the civil servants.
“Smart work, not hard work pays in today’s age. We need to learn from the private sector while hiring human resources,” he said. “The work force should be smart, slim and plan-driven where minimum human resource can deliver the maximum output by planning well.”
Lawmaker Rekha Sharma claimed that the issue of protocol among the civil servants had obstructed works at the local levels which needs to be resolved soon.
She wondered why the political leadership was not least concerned about the sorry state of the country’s civil service.
Dinesh Thapaliya, secretary at the Ministry of Federal Affairs and General Administration, said the ministry had a lot of challenges to ensure effective service delivery to the public.
The lawmakers, however, were not satisfied with his briefing and asked him to come up with a detailed work plan in the next meeting.
