At a workshop on act implementation, measurement, study and research organised by National Assembly’s Legislative Management Committee on Tuesday, Speaker Mahara urged the government to give tasks to the House.
“Two laws that contradict with the constitution should be amended. I urge the Law Minister to bring bill to amend the law at the earliest because not a single has been registered as of now,” said Mahara.
He said that it will be difficult to work if the bill to amend the law is bought in the second week of February, 2019. And it will be difficult to pass the bill by suspending the bill. “Let the bill come on time so that we can work,” said Mahara.
The one-day workshop has been holding discussions on status of the laws implemented so far and necessary research before enacting laws.
The federal parliament has dozens of laws to endorse ahead of the constitutional deadline. Though it is the government’s responsibility to give Parliament its business, it has not prepared the draft amendment for even one law among dozens that need to be reviewed in three months.
There are hardly seven bills—four in the House of Representatives and three in the National Assembly—in the federal parliament pending from last session.
The government must review 339 Acts that were in effect before the promulgation of the new constitution in 2015 and prepare draft amendments to those inconsistent with the charter.
