Musahar people deprived of citizenship certificates

More than 50 Musahar people of Shovapur Dalit Musahar settlement in Lahan Municipality-15, Siraha, are still deprived of citizenship certificates. Without a citizenship, many Musahar people are deprived of education, job opportunities and social security allowance meant for the disabled, the elderly and single women. There are 40 families of Musahar in the settlement.
There are 40 Musahar families living in the settlement. Shankar Sadaya’s family is one of them. Shankar, 45, said not a single member of his family has received citizenship certificate.
“I have frequented the then VDC office and District Administration Office (DAO) to obtain my citizenship certificate, but could not get it as my father had lost his citizenship,” said Shankar. His daughter Runchi and sons Mainaka and Dair were also deprived of education due
to a lack of citizenship certificates. Somani Musahar, 60, said that she is unable to receive elderly allowance because she does not have citizenship.
“I have been to the DAO time and again to obtain citizenship, but have not been able to get one,” said Somani. Musahar people claim that they are unable to make their citizenship certificate because of technical and economic difficulties. “We don’t know how to read and write. The staff of the concerned authorities always cite a lack of necessary documents when we go asking for our citizenship certificate,” said Sitaram Sadaya, 61, of Bhadaiya in Lahan Municipality-18.
According to the Dalit Janakalyan Yuba Club, around 400 Musahar people living in Manik Daha, Khapate Danda, Sisawani, Taregana and Nainpur areas are deprived of citizenship certificates. Umesh Bisunke, a Dalit rights activist, said, “Most of the Musahars are unable to receive citizenships as their ancestors lost their citizenship certificates. They feel helpless about the whole situation now.”
