Govt promotes 7 JS to Secys; fails to appoint envoys

A Cabinet meeting promoted seven joint secretaries to the secretary position on Thursday. The meeting approved the promotion of Uttam Kumar Karki, Nara Bahadur Rajawar, Sarad Chandra Poudel, Arjung Karki, Maha Sharam Sharma, Dipendra Nath Sharma and Bishu Lamsal.

Uttam Kumar and Rajawar are the senior-most joint secretaries to be promoted. Lamsal is the most junior official. The CPN-UML ministers had actively lobbied for Lamsal’s promotion, according to a minister.

Lamsal is currently serving as the economic consular for the Nepali Embassy in New Delhi, India.  Maha Shram received the going-away promotion to the secretary of the Prime Minister’s Office on the eve of his retirement. He was invovled in the government administrative service. The Cabinet also appointed actor and filmmaker Neer Shah the chairman of Nepal Television.

Meanwhile, the appointment of ambassadors in 16 countries could not take place on Thursday. Ahead of the Cabinet meeting, Prime Minister Sushil Koriala and Foreign Minister Mahendra Bahadur Pandey had held separate meetings on the matter, but could not reach any decision.

A source said ruling partners Nepali Congress (NC) and CPN-UML are vying for the diplomatic representation in New Delhi.  “Because NC has been sending its ambassador to New Delhi since 1990,  UML wants the job this time,” the source added.  

 Nepal does not have its ambassador in New Delhi for the past three years.

Minister Pandey has reportedly recommended Prime Minister Koirala to appoint a career diplomat to India. But Korala has reportedly turned down the suggestion, the source said.

PM Koirala and UML Chairman KP Sharma Oli will take the call on ambassadorial appointments within couple of days.
