UCPN (M) spl conclave likely for resolving row

The UCPN (Maoist) is likely to fix a date for party’s special general convention to settle the intra-party rift between top leaders over ideology and organisational structures.

Top leaders have also agreed to dispatch a special team, comprising members from both the factions, to settle the disputes in the districts where the Baburam Bhattarai faction has formed parallel party structures.

Party committees will be formed in those districts as per the understanding between the two factions, leaders said. Top leaders will also engage on intensive

tasks to advance the party’s ideology. Leaders from both the factions said the special general convention is the only option to keep the party united till the promulgation of a new constitution. The general convention is scheduled to take place after the promulgation of the new constitution in February.

The Bhattarai faction, which has long been demanding the announcement of the convention date, started forming parallel party structures--the main cause for the latest rift with party Chairman Pushpa Kamal Dahal.

The Bhattarai faction has mobilised its central-level leaders to form parallel structures in the districts, saying that they are being marginalised at the grassroots level. Dahal and Bhattarai are currently in talks brokered by party Vice-chairman Narayan Kaji Shrestha. Some leaders close to Dahal are said to be pressing him not to call party’s general convention so early, arguing that the party had just held the jamboree early this year in Biratnagar.

Last week, the party took action against Devendra Poudel, Ram Rijan Yadav and Ganga Narayan for the breach of party discipline. Dissatisfied with Dahal’s monopoly in the party organisations, the leaders are actively forming parallel party structures.

“Top leaders of the party have agreed to stop the formation of parallel party structures concluding that such activities could split the party any time,” said Vice-chairman Shrestha. He said party’s ideology management committee under Dahal will take up the tasks to settle ideological differences in the party.
