CC meet to fill NHRC vacancies today

The Constitutional Council is holding a meeting on Monday morning to recommend candidates for vacant positions at National Human Rights Commission (NHRC) and others constitutional bodies. The human rights watch-dog has been running without chairperson and members for almost a year.

Sources close to Prime Minister Sushil Koirala said that the government has prioritised the appointment of NHRC chairperson and members as it is essential also for the formation of the Truth and Reconciliation Commission and the Commission on Enforced Disappearances.

The Nepali Congress has claimed the post of NHRC chairperson and one member while posts of four other members will be shared by CPN-UML, UCPN (M) and Madhes-based parties.

The NC has proposed that former Chief Justice Anup Raj Sharma should be appointed as NHRC chairman. Other candidates proposed for the posts of members are Sushil Pakyural, Charan Prasai, Bishnu Pukar Shrestha, Gopal Yogi, Pradeep Pokhrel and Krishna Khadka. There should be at least one female member in the commission.

The CC is chaired by PM Koirala. After the CC recommends eligible candidates for the posts, the names will be forwarded to the Parliamentary Hearing Special Committee which will issue a public notice calling for complaints, if any, against the nominations. Besides the NHRC posts, two members of the Public Service Commission are also not appointed. Similarly, at least three posts of commissioners are yet to be filled at the Commission for Investigation of Abuse of Authority.
