Complaint REGISTRATION period opens Against NHRC nominees

The Parliamentary Hearing Special Committee on Tuesday called for any complaints against nominees of the National Human Rights Commission (NHRC) office bearers.

The hearing committee put out a public notice seeking complaints within 10 days against Anup Raj Sharma, Prakash Wosti, Sudeep Pathak, Mohana Ansari and Govinda Sharma Paudel. Complaints can be filed either through e-mail, phone, fax, or submitted to the committee secretariat in person.

The Constitutional Council had recommended former chief justice Anup Raj Sharma the chairman of NHRC and former justice of Supreme Court Prakash Osti, senior advocate Govinda Sharma Poudel, rights activists Sudip Pathak and Mohana Ansari as commissioners last week.

Ansari is a former member of the National Women’s Commission and Pathak has already served as an NHRC member.

The NHRC had been without commissioners for a year as the six-year term of the officials expired last September, leaving behind a pile of unattended cases of rights violations. According to NHRC officials, there are over 1,000 investigated cases awaiting endorsement by the commissioners. Some of them concerns serious cases such as disappearance, torture, rape and murder.

The absence of commissioners in the constitutional body has also affected the formation of the transitional justice mechanism. As per the law, the NHRC chairperson or a member designated by him will be a member of the Recommendation Committee, responsible for nominating members of the proposed Commission on Enforced Disappearances and Truth and Reconciliation Commission. Rights defenders and lawyers have been questioning the legality of the committee without the NHRC representative.
