Nominees for NHRC to testify before PHSC despite outcry

Despite reservation from some lawmakers over the nominees of National Human Rights Commission (NHRC) office bearers, the Parliamentary Hearing Special Committee (PHSC) is set to go ahead with the appointment process.

A meeting of PHSC on Tuesday decided to conduct the hearing of the nominees on October 16 and 17. Lawmakers Gopal Dahit, Shiva Lal Thapa and Ram Kumar Rai boycotted the meeting. arguing that the recommendation is “non-inclusive”.

The Constitutional Council had nominated Anup Raj Sharma as the NHRC chairman and former Supreme Court Justice Prakash Osti, senior advocate Govinda Sharma Poudel and rights activists Sudip Pathak and Mohana Ansari as commissioners.

Except Ansari, all the nominees belong to the “upper caste”, the opponets of the recommendation has said.  The Council has already clarified that the nominations are in line with the constitutional provision and that they have upheld the principle of inclusion against the claim.
