TRC secretary tasked to begin logistical, administrative works

The government has appointed Narendra Man Shrestha, joint secretary at the Law Ministry, as the secretary of the proposed Truth and Reconciliation Commission.

The Cabinet promoted Shrestha to the post last week, as the law mentions that only a gazetted special class officer of the judicial service can head the commission’s secretariat.

“The plan is to set up secretariats for the proposed commissions,” said Rishi Raj Bhandari, joint-secretary at the Ministry of Peace and Reconstruction. According to him, the reason behind appointing the official before formation of the commission is to take care of the logistics and administrative aspects in advance. The Shrestha-led team will find a building to house the office, set up the office, plan budget and staffers as required. The TRC secretariat currently is in the Ministry of Peace and Reconstruction.

The government, however, has yet to appoint the secretary at the Commission on Enforced Disappearances.

The Recommendation Committee, responsible for naming the chairpersons and commissioners for the proposed commissions of enquiry on truth and reconciliation and enforced disappearances, has yet to shortlist the candidates for the posts. Aside from applicants, the Committee has been preparing a roster of candidates from among the national personalities for the posts of the commissioners.
