House committee miffed at delay

Expressing concern over the delay in the ongoing road expansion and maintenance work in the nation’s Capital, the Parliamentary Development Committee on Monday directed the government to blacklist those contractors involved in the project that have failed to accomplish their tasks within the stipulated time frame.
The Committee also directed the concerned authorities to make a provision of denying contract to those firms that fail to complete their tasks on time. There has been delay in expansion and maintenance of road in the Kathmandu Valley as contractors have failed to speed up the tasks related to road construction and maintenance.
During the meeting, lawmakers expressed their concern over the slow progress in the construction and maintenance of road, including the tendency of spending a lot of money at the end of fiscal year, which raises the possibility of misuse of funds and construction of poor quality roads.
The Committee also drew the attention of the line ministries and the road department to keep a close watch on the completion of the tasks related to road expansion and maintenance within the stipulated time frame.
“The Parliamentary Committee directs the concerned authorities to blacklist those contractors who have failed to complete their tasks on time and urges the government to speed up the tasks related to road expansion and maintenance,” Committee Chairman Rabindra Adhikari said reading out its decision.
Due to the lack of coordination among the government bodies, even the newly black topped roads in Kathmandu are being demolished for installation of water pipelines and utility wires. “We direct the government to cooperate with other government agencies like Nepal Telecom and Nepal Electricity while completing the tasks related to road construction and other development works,” Adhikari said. The Committee also held discussions with the representatives of Ministry of Physical Planning and Works, Transport Ministry, Departments of Roads, Kathmandu Valley Road Expansion Office, among others about the problems seen in road expansion.
