Parliament Secretariat, UNDP renew pact

The United Nations Development Program (UNDP) and the Constituent Assembly and Legislature Parliament Secretariat (CA/LP) have renewed partnership to strengthen parliamentary law making and oversight function and make Parliament more responsive to voices of the citizens.
In the presence of Constituent Assembly Chair and Speaker of the Legislature Parliament Subas Nembang and UNDP Regional Director for the Asia-Pacific Haoliang Xu, UNDP Resident Representative Jamie McGoldrick and Secretary General of the CA/LP Secretariat Manohar Bhattarai signed an agreement on Friday to implement a four-year project.
“Parliament is the lynchpin of the governance system,” said Bhattarai after signing the pact. “This agreement is expected to be helpful in our effort to improve our delivery capacity.”
Speaking on the occasion, McGoldrick said, “The role and proper functioning of parliament is the essential ingredient in any good democracy.”
The new $2.5 million Parliament Support Project will have six pillars: support the constitution making process until new constitution
is had, strengthen Parliament’s effectiveness, strengthen law making and oversight of Parliament functions, support inter-parliamentary cooperation, support to the Parliament for citizen outreach, and support for gender and social inclusion.
