Congress obstructs House meeting

The NC lawmakers protested the Speaker’s decision, claiming that she breached the House procedure by not allowing the main opposition the chance to speak first.
As lawmakers from the largest party continued to protest, Speaker Gharti postponed the session for five days before the session entered the agenda for the day.
Speaker Gharti claimed NC Chief Whip Chinkaji Shrestha himself had consented to let Yadav address the session first, though the main opposition is supposed to get the first address slot according to the rules.
Shrestha, however, denied the Speaker’s claim. He said the Speaker convened the meeting without proper consultation with him.
NC leader Bimalendra Nidhi said the party was due to present the proposal of amending the constitution to address the demands of agitating Madhes-based parties. He accused Speaker Gharti of delaying the constitution amendment process by not allowing NC the chance to address the session first.
Yadav said the behaviour displayed by the NC lawmakers proved that like the ruling parties the main opposition was also not serious about the demands of Madhesi people.
